Belau Submarine Cable Corporation (BSCC) Grievance Redress Mechanism (GRM)
The BSCC Grievance Redress Mechanism (GRM) is designed to handle any issues that may be of concern to any member of the public. This includes impacts arising from BSCC construction activities, issues arising from BSCC procurement processes, or any breaches of BSCC’s commitment to the principles of good governance, as set out in the Governance Manual, including equal opportunity, non-discrimination, fairness and anti-corruption.
The GRM allows anonymous lodging of issues. However, if the name and email address fields are left blank, BSCC may have difficulty in assembling all the facts.
Project Issues
In the event of a grievance, the stages established for redress are:
Stage 1: If a concern arises, the affected person tries to resolve the issue of concern directly with the BSCC CEO. If successful, no further follow-up is required.
CEO records grievance in a logbook and tracks the resolution of each grievance i.e. resolved or referred to Stage 2.
Stage 2: If the affected person is still not satisfied with the reply, he/she can appeal to the BSCC Board of Directors. BSCC must report to the relevant funding agency project officer (if applicable) and EQPB as soon as the complaint is recorded, by submitting relevant documents. BSCC must prepare a clear reply in consultation with the EQPB (if applicable), and give it to the affected person within 30 days.
CEO records grievances filed with the Board in a log book, and tracks the resolution of each grievance i.e. resolved or referred to Stage 3.
Stage 3: If the affected person is still not satisfied with the reply of BSCC, he/she can appeal to the Ministry of Finance (MoF), after receiving the reply of Stage 2. The MoF must report to the relevant funding agency (if applicable) as soon as the complaint is recorded, by submitting relevant documents, and prepare a clear reply in consultation with that agency (if applicable). The MoF must give the reply to the affected person within 30 days. The funding agency project team will assess the situation, contact the affected people and government project counterparts and design and implement the appropriate course of actions.
